Excellence in Financial Reporting Award
Office of the Treasurer
Submitted by: Paul F. Shaw, CPA, RSBFO

The Logan-Hocking Local School District and its Treasurer / Chief Fiscal Officer Paul Shaw have been awarded an Award of Excellence in Financial Reporting by the Government Finance Officers Association (GFOA), Chicago, Illinois, for excellence in the preparation and issuance of the fiscal year 2013 school system Comprehensive Annual Financial Report (CAFR). This is the 12th consecutive Award of Excellence that Logan-Hocking School District has received.

The Certificate of Excellence in Financial Reporting Program was designed by GFOA to enable school business officials to achieve a high standard of financial reporting. The award, the highest recognition for school district financial operations offered by GFOA, is only conferred to school systems that have met or exceeded the standards of the program.

By preparing and presenting a CAFR, Logan-Hocking Local School District validated the credibility of their school system’s operations, measured the integrity and technical competence of the business staff, assisted in strengthening their presentations for bond issuance statements, and provided professional recognition.

This nationally recognized program reviews and critiques district accounting practices as represented in the CAFR and recognizes school districts that adhere to sound principles and reporting procedures. Since its inception in 1972, the program has gained the distinction of being a prestigious national award recognized by accounting professionals, underwriters, securities analysts, bond rating agencies, state and federal agencies, and education, teacher, and citizen groups.

Treasurer Shaw is a Certified Public Accountant, Chartered Global Management Accountant and Registered School Business Fiscal Officer. Treasurer Assistants are Brenda Gillespie, Cathy Kerns, Cindy Spangler, and Karen Walton. The Treasurer and his staff have a combined 117 years of service to the public.

The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story. “This award is another example of how the Logan-Hocking Local School District, the Board of Education and its Office of the Treasurer demonstrate competent stewardship of public funds, a priceless commodity in the political climate today,” commented Treasurer Shaw. “It is indeed an honor and a career highlight to receive this award once again on behalf of the Logan-Hocking School District, its Board of Education, Treasurer’s office staff, administrative staff, employees, students, taxpayers and communities.”
